I rercently listened to one of the Kurdish leaders and this was my take. He stated they are not interested in a separate Kurdish state rather a part in a freely elected Iraqi gov't representing all the interested parties throughout the country. He did state they want control of their local decision making regarding their culture and daily affairs of their people. In my mind I remember thinking it was kind of like our for fathers granting stroger rights to the states.
