They have been talking to them for long time now (about year and half ago) but at that time the plant location and design wasn't done.

Now the location and plant design is finalized. It is just matter of time before all this gets done. All ducks are lined up as expected.

I expect them to sign deal by end of May. Get financing in place by June and start construction by July or August.
