It means the promotion is a bust.

It tends to support the view that financing shares do make up a significant percentage of daily volume.

It looks like the Swedes and airline pilots union are tired of buying into rallys only to be beat over the head with wave after wave of dilution. Appears they are taking the wait-n-see approach this time around.
