Actually one of the news articles quoted BMSPF as saying that they are seeking 'Offtake Agreements' which is essentially agreements to purchase future capacity of a facility that hasn't been constructed. Investopedia has a good definition:

I would be curious also to see if some of these agreements could include financing by the utilities of future phases. It would be much cheaper to construct multiple phases at once while the contractor is still mobilized than to have gaps between phases. I've done this with some of my projects where from a planning perspective we had three phases, but from a financial perspective if the money was there we could have constructed all of the phases at once. This could accelerate their schedule in their MD&A.
