But if BH paid the payroll tax liability and showed proof thereof, this stock will soon be priced like BCCI. It is all a matter of paying what is really an inconsequential amount in the scheme of things. However, I have never heard of BH paying anything.

The problem for him at a personal level is that he broke the law by not paying the payroll taxes when he had the money to do so. The IRS knows all about this. What I do not understand is why they haven't arrested him yet.

So, by paying those taxes he saves himself from being busted and get the stock to more up and the company free of meaningful encumbrances. It is a win-win situation for him to pay those $200K+, but I would bet he won't do it.
