The answer is right in the article. "Put/Call ratio is often used to measure investment sentiment, the ratio serves as a predictor of investor behavior." With 8,629 call contracts VS 4,063 puts means that investors are bullish on VRNG. A call option is like going long while a put option is like shorting the stock. Hope this helps.
