The boys in WI are having a hard time getting a big enough slice of the pie cheap.

Robert Middleton in the last 10k seems to be the major buyer of the 144 stock. Went from not being in the major shareholder report. To showing owning over 4 million shares. Major and insider ownership of outstanding stock went up 4% in a year.

So the boys in WI are buying it up cheap, if they PR'ed all the new deals the stock won't be so cheap. It's obvious.IMO.
