Just a thought:

Is it possible that part of the holdup is due to the actual packaging of the bottles? Not the bottles themselves, as we know those are in hand. But the '4-pack' of bottles has to be packaged in something, correct? Is it possible they didn't have the details ironed out here? Maybe they will just send 4 bottles right now, but I would think at some point there will be formal packaging for the 4-pack

This would be quite the lapse of judgment by Al, but I do think this is a possibility.

Either way, bottles are on the way soon. These types of delays are to be expected with first-time orders, particularly considering the relatively high volume at this stage in the process.
