Let say it does have to go through congress. the only ones that would vote against it are the repubs. however, they claim to believe in states rights. doubt they would go against their own credo.Proclamtion was prolly the wrong word to use, from what I understand he only has to give it his o.k. By the way I'm referring to MMJ. Nothing will happen with total legalization till after 14 elections.It will be a big thing at that point. IMO
