I believe that part of the lack of share movement on UGSI is due to the slim number of shares in the free market. I have no idea how many individual investors hold UGSI, but that number could also be small. But even if that number is large, if few shares are "out there" for acquisition, only the brave or the educated are going to bid the price up much on thin trading numbers. But this is nothing but conjecture. Only the suits at UGSI, HEK and a couple equity houses know the answers to such questions.
