The "bailout" is not for US shareholders or bondholders. It's for the Suntech employees and Wuxi's local economy. Operations will continue, employees will keep their jobs, and Suntech will continue pumping out solar panels. Meanwhile, US bondholders will get very little if anything, and shareholders will be completely wiped out.
