A "mess" - Why?
Chicago to close 54 schools to address a $1B deficit. The school district said it has seats for more than 500,000 students but has only about 403,000.

The closings represent about 8 percent of the 681 public schools in Chicago, the third largest school district in the country.

Chicago schools scheduled to close are in neighborhoods that have seen a decline in population in recent years - raising taxes to keep these schools open doesn't appear to be an option.
