I would venture to say that the Studies have been completed simply because the Albanian Gov't would need them before it approved the concessions. IMO lots has been COMPLETED during our "dark" last 8 months, and the time is now to hire the PR Team and get info out in a timely fashion and move the PPS to the levels it should be at 2.03-2.27 Euros, because 30% of the money will come from Investors and you gotta have a strong PPS to open up pockets.
