Dude, Like in any bid process, HSCC(this fracas guy, not the anchor) should contact the winner and propose the security services they can provide and be part of that bidding process once the parameters are set up. Also, once the "stores" open up, they will need the security so although they didn't win this initial bid which is really to set up how to go about things, it doesn't preclude them at all from being part of WA state security program which will be huge$$$$.
