Sorry A&H, but I'm not following most of your post, especially the "goose effect" part. And you're dead wrong about the hundred-million floats. Here is the reality: The trend lately, as perfected by Stock Psycho, is for promoters to alert extremely low-float stocks uncompensated in order to build their lists for the compensated picks. I'm not going to list them all here, but look up MKRS from .05 to .61, WUHN from .06 or .08 to .45, CNCT from .02 or .03 to .45, CHLO, FFI from .20 to .77 the other day, and TEWI a couple of weeks ago. There are many more examples. These are not really P&Ds because the promoter either doesn't own any stock, or owns a relatively small amount through someone else's account.

The bottom line is, it doesn't matter what the promoter says is the target price. Once the stock is set in motion for the day, it'll go wherever traders take it. And of course a promoter who is trying to build his list wants to say that something will be a "big win" and then have it go even higher, because that increases the interest in his next "pick" (which will probably be a compensated POS). But look what happened to most of the stocks I listed after the first day or two, and no one should think that CYIO will be any different unless they have something substantial to announce.
