If HSCC gets any part of that contract it will be Nation Wide media coverage. There is no dilution of the share structure. The float is sucked up and locked down. The next phase is contracts. Put value into the company and the stock has no where to go but up. This is the exact opposite of every penny stock. All the other penny stocks focus on taking value out of the company. Dilution in those companies create the incentive to be first to sell. HSCC non diluted share structure puts it in a unique position.

It creates the incentive to be first to buy. Those that buy first have the most to gain because the supply of shares get smaller. As you put more value into the company the demand for those shares will increase.
