Does the requirement that each unit has "an independent emission point through which all of the flue gas from its primary and secondary burners is vented" necessarily require three separate outlets at the roof?
Would it be possible under the permit to accumulate all 3 emissions sources into one roof outlet?
Are the two units on top of the main building "emission points" as described in the quote?
If they are, and if no accumulation within the building is permitted, then the old building isn't ready for the 3rd processor either.
I'm just trying to figure out how much, if anything, we can really conclude from roof pictures.
