Why does Alan Shapiro get so many more shares than every other board member?



1) He has been a director since 2005 and has 26,124,802 shares
2) Many of the shares he received were from financing ACT
in the form of Converible debentures.
3) He doesn't take cash for his services but rather stock at 150%(see below)
4) To my knowledge he has never sold any shares

Each director is entitled to receive payment of their fees in the form of shares of the Company’s Common Stock valued at 150% of their fees.
