An educated guess on watching the stock. Look what happened after the last run and you wll start to notice a very healthy trading pattern. If they let it dip below 0025 it would create a "downward" channel, scaring many chart techs away. Instead they stack the bid at 0025 to prevent that from happening. Just like yesterday when they painted the final sell at 0031.
