Scottrade is no good for pennies. They don't fill when a promo starts, and they charge a commission percentage on top of $8 fee for all trades of stock under $1 or so. That means if you trading in the thousands for pennies, their commission is upwards to $30 or more per trade.

Best broker is TD Ameritrade. Flat Fee of $10 and their orders fill easier.
