Sure.. I've read this new position of yours several times; however the leap that you are making from the reality of our current situations (AoA, justifications, budget justifications) to your ideal endgoal (it's all done, gen3 is a go, we're rich) is far fetched.
We have no way of knowing that we are the only company that will file for the Phase II, Stage I RFP.. Sure, it might happen, it might even be likely to happen (Bilarikis' comment was encouraging), and I hope it does; however there is no way to know that this is truly the case and we won't know until weeks after the final RHP for Phase II, stage I is finalized.
Furthermore, being the only one that gets the contract would still not necessarily preclude the need for the 18 month test phase to prove to DHS, GAO, and the congressional subcommittee that MBAND has what it takes to get the job done and they aren't about to throw billions down the drain like they seem to have done several times recently according to GAO. If we have the goods, then we are in an amazing position.. If we don't well, that sucks.. but GAO/DHS/congress need assurance one way or the other.
I think there is < 5% chance that GAO, the DHS or the congressional subcommittee would allow for us to simply skip the 18 month testing step.
