You're correct, a chill definitely "means" something . That's why they are working to have it removed, by working with the SEC to become compliant.

It is not a good thing, Bourque is aware of it, and they're working on getting it removed which allows investors a modicum of safety assurance that the company is "following the rules" of transparency in reporting.

It shouldn't be sugar coated, and it shouldn't have happened in the first place, but the new management is doing something about it.
