Playing devils advocate here I would like to say that having dealt with many govt agencies over the years there is kind of an unwritten rule when submitting paper work. Basically you don't want it right the first or second time. These guys are bureaucrat's. They need to justify their jobs and to do that they like to find stuff wrong. So what you do is give them something to find. Intentional errors. It makes life easier on everyone involved. May not make sense to some but always worked for me.
