And the Feb 8th update says a decision will be made on the "program". How can a decision be made on the program if there's another testing phase that would be used as a competition between the companies who are in the running for the contract? They are making a decision on the entire "program" because there IS NO competition. NOC has completely failed and is not in the running. That's my read on it. NOC has been completely silent on it since last year when the testing was completed. That's why Boeing imo made the agreement with PSID.
