Balance, yes, good to know JMC has given the important, formal nod to ERHC's new partner. However, as I suspected, it seems Noble did not want to play with ERHC. Seems Offor's repution is accurate. That is not good, and will continue to hurt this company's efforts.

Also interesting that the PSC calls for operator to pay 100% of expenses - did I read that correctly? Isn't that essentially a free carry for all junior partners? I don't understand how that would tie-into a JOA between partners for a carry, such as ERHC had with Noble.

Also, exploration plans are subject to JMC approval before any work can actually begin.
