Maybe we should take into consideration that the Chinese "election" of a new party leader is going on for some time now. Therefore decision maybe delayed until the new party program or changes to the existing program are announced. Since the SOE is a state owned company, this may have an effect on ongoing decisions.
Anyway I am just speculating.
