I have a comment. Is this Lawful Intercept currently be used or are they waitig for it to go into law and mandated? According to what I have read, it's desired by the FBI & NSA but, not enforceable. Or is it?

What's the urgency, if no law is in place.

I know I am repeating myself but, since no one has given me any insight, and I am getting old, I ask once again.
