My 2 Cents

Canford was stalling and unable to gather the necessary funds. Because of this Cooke has to allow other investor the opportunity to finance this project. Hopefully, there are a couple interested parties. In my experience this is when a deal happens. With every loss, there is an opportunity and I expect big new from Canarc in the month to come.
