It's a platitude that many feel required to include in their posts to hide snarkiness and subtle personal attacks. It also comes in handy after doling out terrible advice like "load the boat!" or "buy the dips!" to try to get people to buy crappy front-loaded shares of a scam. Something like "I just told you to do something really stupid, but I also wished you Good Luck, so I'm a good person, right?"
Technically it means, Good Luck To All. While often the meaning is something closer to "please ignore what I'm really up to and focus on this nice little sign-off."
