Yes a stalemate can happen it's a push pull with the Market Makers and investors...No all float being frozen would be impossible it's a 10x 1 ratio of how many shares a MM can produce so they are basically IOUs if the float is 125,000,000 then the MM can legally issue a billion...If the company retires shares to the treasury then the MM has to buy back the shares produced
