Are you saying that SPIN has ever been accused of over-billing let alone admitting to over-billing? You do know that the same procedure that SPIN affiliates Bill at $5500, are usually billed by hospitals around $8000.

SPIN affiliates bill as per CPT code. Which is the approved standard by the AMA for these procedures.

Re the Halo, you are right. It will directly be a small but significant direct revenue source to SPIN, but it will be a major contributor to affiliates adding new more lucrative cases.
