If NTEK really wants to screw over the shorts they should change the cusip ID of the security. This would trigger a corporate action and an inventory count of all outstanding stock, all shares would have to be accounted for before new shares under a new cusip could be issued. The shorts would need to cover so there wouldn't be a short count of shares by the DTC.
