BECAUSE THE PLASTIC IS CONTAMINATED
for the same reason that they don't sell it on the recycle market
which is the same reason that JBI will need to process it in order to put it into their machine
If it was cost effective to process the RockTenn plastic for a JBI machine it would be MORE VALUABLE if sold to the recycle market.
