The deficit would only increase if the government phases out Obamacare's cost-containment mechanisms, the report found.
The Congressional Budget Office [ http://www.cbo.gov/sites/default/files/cbofiles/attachments/43472-07-24-2012-CoverageEstimates.pdf ] also found last year that Obamacare would reduce the deficit.
