hmmm... Note that they're calling themselves PennyStocksChaser. With an "s" after "Stock". The domain was created last September:

It is, of course, anonymous.

The site looks a bit like APS, but the owner may just be following a successful precedent. I signed up; we'll see what they have to say in the way of a disclaimer. They ought to offer an address, at the very least.
