Confirmation of 4-way SAP benchmark:

"a 4 way 1.4 GHz Opteron system shows about the same performance as a 4 way 2.8 GHz XEON. With fewer CPUs, you need higher clocked Opterons, with more CPUs, you need higher clocked XEONs to compete. (Nothing new here, that's due to the aggregation of bandwidth.)"

With SAP benchmark we saw the same, that 4-way 1.6 Ghz Opteron is approximately 70% faster than 4-way 2 Ghz Xeon. It turns out that upgrading Xeon to 2.8 and downgrading Opteron to 1.4 will make them equal.

So the rule of thumb: to compare 4-way server configurations you need to multiply the frequency by 2. So, 4-way 1.6 Ghz Opteron is equal to 4-way 3.2 Ghz Xeon.
