The only thing I can think of is a couple of guys wanting other stock holders to get nervous and they can capture more shares for less.
It's illegal but can be effective.
Think about it. One guy throws up a bid in the .40's and one of his buddies buys them. The price per share comes down then you see the ask come down slowly.
They can end up with much cheaper shares. the only way to stop it is to keep the bid higher, but for that you need fairly high volume.
