Sounds like it will cost more to dig up then it's worth...... Loader alone is about $90 per hour or more, plus cleaning the dirt/sand off, truck it to processor (300 feet or 1 mile, still requires trucking), and scrap wire processing????? I'd say forget about the buried stuff, just stockpile the new stuff for processing.....are they doing that now?????

I don't know the material handling effort that will be required to excavate and prepare the plastic for processing. Could be just a backhoe & front end loader.
