I beg to differ. It is within the company policy:

"Following the decision to implement a dividend policy"

declared this year, hence a previous $ 0.10
cash dividend was decided upon and executed, now $ 0.12.
It would not be worthwhile to sell into the pump, gain
(perhaps) some $ by elavated share price , and lose the 5%
dividend on the other hand....
