Since the EU complaint was announced I have seen variations of this assertion by Nokia a number of times. It would appear to me--and I hope to the law--that the burden falls upon Nokia to request that Qualcomm propose licensing terms. In other words, the question arises whether Qualcomm should carry its lantern around the globe asking companies it encounters whether they would like to hear licensing terms regarding some unspecified right.

I haven't seen anything in the Nokia releases indicating they have requested terms.

OT: Khemara I'm a pretty early starter by U.S. Eastern time zone standards. I'm curious as to whether you might be in a time zone even further to the east.
