Just thinking out loud, so to speak.

There was also another partner who passed on.
Perhaps there are heirs to this partners shares
which may be being sold.

Perhaps PBLS is also looking at repurchasing these shares. They did state they were buying on and off the open market. (This isn't a quote, just my recollection in my own words.)

The partners apparently were good friends for a long time. There
is also a "we take care of our own" message I get from reading
the PR's.

PBLS being currently in a strong cash position to repurchase shares for their treasury could be acquiring these shares first.

I would be.
