I do not subscribe to conspiracy theories. Generally speaking the most simplistic answer is the correct one. In this case, it revolves around W2 Energy issuing over 450,000,000 shares in the last 12 months, and more than 360,000,000 of them directly into the float.

This is Dilution in it's purest form.
