What makes you think that dilution has come to a standstill. 25 billion shares still need to convert before the death spiral dilution is over. And in order to get there, NEOM would need to do a reverse split since they currently only have 5 billion shares authorized.

The maneuver of canceling some of the warrants is just some good old fashioned manipulation by YA and NEOM. IMO, dilution will continue to accelerate and drive PPS below par by St. Valentine's day.
