Sottraade allows you to trade MJNA. The only problem I ran into is that it takes 3 days for your funds to clear if you are buying stocks under $1 a share (or something close to that, might have been under $2).
So basically you would not be able to trade OTC stocks until thursday if you set up your account tomorrow.
I looked into Tradeking too but they charge a huge fee (I think it was half a cent per share) to trade penny stocks.
I'm told that etrade works well too for trading MJNA and other pennies.
