I've made thousands of trades at ETrade. They have always been pretty good fillers, but, for stocks on the OTC ya gotta pay the "ask". You can try and wait for the ask to come down and in the mean time watch trades that post below the "ask", but you ain't gonna get any at ETrade unless the "ask" comes down to your bid price.
