I think why this has taken so long is the fact that its a game changer. The general population is accustomed to using guns and most recently tasers to subdue a perp. Dazzlers haven't made front page news so very few people know if they really are an effective alternative. LEI is trying to get the word out, and with FDA approval this should help ease any fears about eye damage. (Even though the Dazer is already rated safe through the ANSI Standard). Lets hope this newly acquired consultant can get this done in short order.
