one needs to keep the legal framework in Argentina in mind, provincial vs federal . . . San Juan and St Cruz are more friendly to mining, but still revenue seeking, perhaps just a little further down the pragmatic road.
It is the provincial laws that the federal supreme court has reversed, and the federal laws it has reasserted, leading to the glacial roadblock.

While the news story saying that El Tunel del Paso Aqua Negra and the MUX Los Aules are next up for provincial review, and that is encouraging, revealing provincial priorities, with Los Azules likely so ranked because it is the "poster boy" for glacier protection at the federal environmental level, all that still does not address the attitudes at the national / federal level. Those barriers, both resource nationalism and budget wores and also environmental protection are only partly eroded by provincial action of the right sort.

It remains to be seen how the political posturing at the federal level cultivates/manipulates popular opinion, or if it can once it decides to try doing so.

do where did the Argentine article get the $2.9 billion valuation for Los Axules ?
