It sounds like JV with Rusal is coming soon. It's just that soon can be days, weeks or even a few months. Agreements for 4N sales also should trigger some upward movement.

I think when it is close, the price gets pushed down to the 2.40 area. that is when I expect I will do most of my buying but I am adding a few thousand shares each week in case I am wrong.
