.009? With the right news this stock could get in the pennies even with the amount of outstanding shares. When a technology sticks, it is a gold mine. I had a Biotech stock that constantly deluted to raise money for phase 3 study. When they got the NDA approval the stock went from .30 to 2.80 in less than an hour. The same response will happen here if the airforce ligitimizes this technology via an order.
