After phase 1 results, it was the FDA themselves that suggested they move straight to a much larger trial...Phase 3

Reason being is, HCC is such a serious problem, there is urgency in finding treatment. I asked about the 33% PFS and the reply was, there needs to be meaningful clinical results... and that was a number acceptable to the FDA and a number the company was very comfortable with.
